I'm from San Antonio, Texas. Question: should kids from Mexico be required
to join USCF just to play in a local UCSF rated tournament? I don't think so
if they are scholastic/under 19 years old.

They probably should join the UCSF.

Doesn't USCF have a play-only option for kids? No magazine?
