Default Chief Operating Officer not covered by USCF bylaws

Who is the USCF Executive Board trying to fool? Why doesn't it call a spade a
spade? The position of Chief Operating Officer is not covered by the bylaws
(Article VII: Other Officers, Appointees, and Committees). In USCF News Release
24 of 2003, it states that Chief Operating Officer "Mr. Nolan will . . . report
directly to the Executive Board, and will be responsible for overseeing all
USCF operations." The position of COO does not exist - never has, but maybe it
should. Based on Mike Nolan's brief job description, it looks like the job of
an (interim) Executive Director.
It appears that the EB is amending the bylaws on its own, adding the position
of Chief Operating Officer - which is something new.
For Mike Nolan, I say ED yes, COO no. As far as I'm concerned, he's the interim
(or acting) ED. He certainly will be doing the job de facto, if not de jure.
Don't the bylaws count for something?

Do the bylaws also describe every employment position? If not, which ones DOES
it cover?
