Not directly. But they could make a program donation to cover the
scholastic director's salary, for example, or to help with the Olympiad
team. Why not go to the USCF website and look at the year end financials?

It can give grants as long as they are consistent with there mission.

We gave the money to him who gave it to her so she could pay them before
they paid us.
