Default USCF opts for early May mailing date for CL

According to the USCF website, the scheduled mailing date of the May 2004 issue
of Chess Life is Monday, May 3. What this means is that most people will
receive their magazine the second week in May. Some people might be lucky
enough to receive their magazine at the end of the first week. And there might
be some who are unlucky enough not to receive it until the third week in the
month, which would mean that the U.S. Postal Service has screwed up.
In any case, mailing a May issue in early May is a giant step backward. What
was wrong with mailing the issue for the month in the final week of the
previous month? Weren't some previous issues done that way? The reaction I got
from players in my area was favorable when they received their magazines in the
first week of the month.
